ABSTRACT

This study was conducted in Port Harcourt Port in Port Harcourt Local Government Area of Rivers State, Nigeria. The aim of this research was to assess port policies and programmes with a view of suggesting possible effective planning and management tools or techniques to enhance ports throughput in Nigeria using Port Harcourt Port as a case study. The objectives were among others, examining the existing port policies and programmes guiding the operations of Port Harcourt port and identifying the challenges facing port throughput in the area of planning and management in Port Harcourt as well as suggesting modern ports planning and management techniques that will enhance orts throughput. The study adopted the functional survey research to study the port policies and programmes. It also adopted the case study design to study Port Harcourt seaport for purpose of generalising measures for seaports throughput enhancement. Out of the eight (8) agencies operating in the port, four (4) agencies were selected for sample, using purposive sampling technique. A sample of eighteen (18) departments were purposively chosen from the selected agencies and a total of thirty-six (36) questionnaires were administered. Data collected were analysed, using descriptive analysis in tables, and charts. The results of the study showed that the port policies and programmes are effective in some areas and ineffective in some other areas; there are flaws in the national and local port policies; there are challenges facing port throughput in the area of planning and management and ports throughput needs enhancement. Based on the findings, recommendations were made which include; revitalisation of port's infrastructures; dredging of ports shipping channels; downward review of tariff; making a uniform policy in favour of all the seaports in the country; provision of adequate personnel and facilities, etc.
